Any advice on training a client aiming to compete in powerlifting that has cerebral palsy. The client has essentially one arm...are there any examples of cerebral palsy lifters or one handed competitors in general? Thank you.

I can't give you any insight on training someone with cerebral palsy, but there is a lifter that competes with only one arm. His name is Jeff Douglas and is on Twitter as @SquatPressPull. He's a really cool guy from the few times I've interacted with him on social media. I would try to get in contact with him as I'm sure he has a ton of valuable knowledge up this ally. He just hit a 1000+ total raw too..really incredible!
